Automated build fails, manual works: Move SB800 clock init earlier

I need a little help -- gerrit's build fails on something that appears 
to be entirely unrelated -- lenovo support.
My changes are for the ASRock e350m1.

master was broken for a while because changes were submitted in the
wrong order.

I rebased your change onto latest master and pushed it again. In the
above URL you'll see a "patch set 2" now. It's identical except for
ancestry.
