normally when a mainboard's specification say that has 2Mb of Flash ROM, 
are 2Mbits or Mbytes ..?

always mbits, since that makes it seem larger, and the marketing guys are 
in charge.

It's 2Mi bits, Mi = 1024 * 1024.  /8 = 256 Ki bytes. Ki= 1024

Mb = megabit

MB = megabyte

Most motherboards have 2 megabits (2Mb) of Flash ROM.

Lots of motherboard specifications are poorly written and edited with MB 
used for Mb. When in doubt, check the part number on the surface of the 
Flash device.
