In src/Kconfig there is this:
config FALLBACK_VGA_BIOS_ID string "VGA BIOS ID" depends on VGA_BIOS default "1106,3230" help The ID that would associate your VGA BIOS to your video card. (PCI VendorID, PCI Device ID)
How does a component (nb, sb, sio) or mainboard provide an override for this default?

Another thing I ran into. Can we deal with something like CONFIG_VIDEO_MB in a smarter way than letting it be int? Different boards will have different permitted options.
One thought is to have a single list with all possible options and have each option depend on the list of components/boards that applies - but that will get REALLY verbose, no?

No idea. Either it's "last one wins" in reading order, or - that's what I hope, it's "most specific wins".
And for that, there should always be only the global default and one that applies for each configuration (eg. by making sure that these values are defined by the same class of devices, ie. SBs, NBs, SIOs or boards)
