It's interesting that DARPA is (becoming?) transparent about the EDA design crisis and about funding open source (hardware) to spur innovation in the defense and commercial industries. https://youtu.be/xKxv7Bdm7Do
By doing so they essentially declare commercial, proprietary software a failed model, at least in the long term.
