I'm wondering if anybody are working on this particular model, K8T800-A7A
motherboard?
I would like to know, so I would like to have one flashed on my motherboard.
Also, what's the recommend steps to flash it onto my motherboard while
running Windows 2000?

Not that we know of. There is work being done on another VIA chipset,
but not this particular board.

Darmawan Salihun is currently making flashrom work also on Windows
based systems.
