I was writing within context of this mail thread.
This mail "thread" is about Coreboot on server systems, and no major manufacturer I know of, apart from IBM and the board from Raptor Engineering ever used Coreboot on server systems, so yeah, on server boards it is nearly always retrofitted by the end user or some third party that resells it.
