In general I think it's important to reduce the number of downloads during coreboot builds to zero.
Downloading needs to be managed separately from building.

I agree that downloading at build time shouldn't be a requirement, and that there should be the ability for building on a machine that isn't connected to the internet. So I'd say that it's important for the number of *REQUIRED* downloads at build time to be zero.
Adding another payload option that downloads at build time isn't an issue though - for people who don't want to use it, they can select 'no payload' or 'elf payload'.
