Well, Corey wins the opinions over data award here.

Until such time as we *demonstrate* HTML consuming a large fraction of
total data transferred on the list, I doubt we need a policy.

In any event, this is trivial to measure, as Corey has shown, so perhaps
the next request can be accompanied by supporting evidence.
