I think you have  wrong PNP ID for root bus. it should not be PNP 0A05 but for 
root bridge it must be PNP 0A03!

The PNP 0A05 can be imho for the PCI bridges.

You're right.  I misread it and thought each bridge should have a
different PNP ID.  That helped a lot.
