This is a long list. Is the requirement actually on the individual boards, or is it something that could be fixed in a single location and then apply more widely?

You're right - this isn't a board issue, strictly speaking. It would mostly be fixed in the northbridge or soc directory. Here are the directories where the Kconfig file is currently selecting LATE_CBMEM_INIT.
soc/dmp/vortex86ex soc/intel/sch soc/rdc/r8610 northbridge/via/cx700 northbridge/via/cn700 northbridge/via/vx800 northbridge/via/vx900 northbridge/amd/amdk8 northbridge/amd/lx northbridge/amd/gx2 northbridge/amd/agesa northbridge/amd/pi northbridge/intel/i3100 northbridge/intel/i855 northbridge/intel/e7505 northbridge/intel/i5000 northbridge/intel/i82810 northbridge/intel/i82830 northbridge/intel/i440bx
Here's an example of Arthur Heymans fixing intel/pineview: https://review.coreboot.org/19414
Here's Damien Zammit updating intel/x4x: https://review.coreboot.org/13131
