The OS doesn't have lspci (sorry).
If the Linux kernel has the proc filesystem included (almost all default installation kernels do), the same information should be available in /proc/pci or somewhere in /proc/bus/pci. Take a look at the lspci sources.
Try:
cat /proc/pci
