Were you able to use the same payload, say, in qemu?
Remove the LZMA compressed payload and adding the payload manually (uncompressed) and rewriting the image, the GRUB payload is started without problems.
$ build/cbfstool build/coreboot.rom remove -n fallback/payload $ build/cbfstool build/coreboot.rom add-payload -n fallback/payload -f grub2.elf $ build/cbfstool build/coreboot.rom print coreboot.rom: 4096 kB, bootblocksize 1008, romsize 4194304, offset 0x0 alignment: 64 bytes
