ah, I think I misunderstood you. You were saying even stock 
Intel-provided image didn't work. If that is the case yes, probably 
flashing is the issue. Can you try to read back from flash image right 
after flashing? Then compare it to the file you wanted to flash. This 
way you can tell if flashing works.
