I don't see a real problem meshing uwe's work with mine.

We could do this:

normal/preboot0, 1, 2, 3  --> preboot payloads such as lbmenu
normal/payload0, 1, 2, 3, the actualy payload

fallback/preboot should probably not exist, as in fallback we want
minimal features.
