Modularity is one of the key technical advantages of coreboot. Let's not follow the lead of commercial BIOSes that throw in everything but the kitchen sink.
Modularity can very well mean a module is mandatory. In v2 there was no initram module. But it's still mandatory in v3, even though it's modular.
I think we all agree that a feature requirement (option rom execution) may mean a module requirement (seabios).
There really is not much to discuss about, except if we start flipping words around when we hear the word bios.
