Enhanced Willem Universal Programmer

There are several different versions.  The most recent one was on eBay
for as little as $40 or get it here:

It's also mentioned several times in the LinuxBIOS Wiki FAQ.

It supports a large number of chips, each chip type requires a
different DIP switch setting (see blue device in picture of above
URI).
