It would be for users that have a working setup and are unable to communicate with their network administrators in the timeframe that we choose for making the switch to https.
Awesome. I suggest to simply announce a date a little in advance, say in two weeks, when the same process is done for the public repos.
I could push the repos live "right now", but I see no reason to make them active on svn:// and move them in 2 weeks or whenever (and require another synchronization by users)
I think "right now" is too short time for people to make neccessary changes, and catch up with the fact that we are making the change.
If https+repomove do not happen at the same time I think https should come first. But the other way around is not so nice.
