For development I just use a sheet of aluminum (10-12ga) and some Delrin standoffs.
All the mini-itx cases I've seen (in low quan.) cost as much or more than the mainboard.
If you're not using a cd-rom, take a look at Morex "Cubid 2699v", under $100 us.

Only top cover is removable but it fully exposes the top of the m.b. The ps is at the right front, m.b. right rear, and hard drive mounts on left.
There is no room for a standard size cd-rom, and if you use a slimline you may have a fit problem: with a via pd the back edge of the cd-rom meets the top edge of the memory stick.
