I think it should allocate top down as it does with memory. I think that the rule is that the BIOS allocates top down and the OS allocates bottom up.

No, It was a rule to stop device allocation from colliding between the BIOS and OS The firmware is only required to setup boot devices and the OS was expected to do the rest. I guess you can leave it since it is working.
