Yep, it really matters, as somebody from IBM explained to me recently.
On K8 with a 64bit NUMA kernel it should not matter, because the kernel can look and see where everything is.
In the general case or with a 32bit kernel is makes sense. I believe the SRAT table is not an AML table so it really should not be hard to accommodate.
