At which point the code would need to be implemented in the mainboard
which is something I want to avoid except for mainboard specific code.

    		device pci 19.2 on end

    	end
    end
    device apic_cluster 0 on
    	chip cpu/amd/socket_940
    		device apic 0 on end
    	end
    	chip cpu/amd/socket_940
    		device apic 1 on end
    	end
    end
end

And leaving all of the code for the root_complex in
northbridge/amd/amdk8/northbridge.c
