that's not a function of coreboot, but of the payload (Tianocore). It
should be possible to. build Tianocore with SeaBIOS as a CSM, so it can
fall back to legacy booting, but I'm not aware of anyone having done it
successfully recently. So effectively the answer is no

Basically it will try to boot UEFI drive if not found, it will fallback to
