VIA EPIA status

Hi,

Just checked in new code for VIA EPIA

src/mainboard/via/epia/irq_tables.c
src/mainboard/via/epia/Config
src/mainboard/via/epia/do_ramtest.inc
util/config/epia.config

These checkins enable LinuxBIOS to boot 'till etherboot, but it has problem to
see harddisk and network card.  For those who want to debug/have fun, a sample 
config can be found at util/config/epia.config.  To make flash writable, you 
need to run `set setpci -s 0:11.0  40.b=54` before running flash_rom.
