Also there is another factor to consider : - maybe they are bound by (secret) trade agreements with .. (ahem..) various other corporations and organisations all around the world.. Like it or not this is the reality in the corporate world today.. :/ Just my 2 (euro)cents.. Florentin

I doubt that they are rational -- I think they overestimate the importance of secrecy. Thus, I think that terms such as "cost-benefit analysis" are misleading.
Meanwhile, public disapproval is a significant factor in their conclusions. Protests can affect them.
