Anyone can send an acked-by.

I would like to remind everyone reading this to please not be afraid
of helping with development in any way shape or form, even if it is
only by reviewing simple patches and sending in acks.

In the end, committers make some kind of evaluation on the acks for
a certain patch. Sometimes more acks are required, sometimes one is
all that is needed.

The purpose of Acked-by is not to limit participation and openness
but to support the patch review workflow in all but trivial cases.
