Early in Kconfig.  I think I changed it.  If not, I acked it.

Coreboot can't run my SATA card's option ROM without hanging, but I needed
my VGA ROM run anyway.

I figured that someone might want to use a direct VGA implementation and
need a SATA ROM run, but not the VGA ROM.
