[SeaBIOS] Failed flash recovery & dual BIOS support

Add support for "dual BIOS" and failed flash recovery.

Many motherboards have 2 firmware ICs. Motherboard manufacturers tend
to market this as "dual BIOS".

It checks the integrity of the BIOS and if it fails the test, then it
boots using the other firmware image on the other circuit.
