Because SPL fuse needs to be set before the FW lock. So enable
Markarth project to send the fuse SPL (security patch level)
command to the PSP.

Why do we move the cursor to match.rm_so + 1 instead of match.rm_eo?
If we had moved the cursor to match.rm_eo, would we have caught the bug earlier. We would have matched the whole log and the cursor might be pointing to NULL character. cbmem -1 would have broken too.

one boots into TF-A first and drops into EL2 for coreboot afterwards.
This patch aims at making arch/arm64 more versatile by removing the
current EL3 constraint and allowing arm64 coreboot to run on EL1,
EL2 and EL3.
The strategy here, is to read coreboot's current EL via the
'currentel' register and choose the appropriate ELx register. So,
for example, when running coreboot on EL1, we would not access
vbar_el3 or vbar_el2 but instead vbar_el1. This way, we don't
generate faults when accessing higher-EL registers.
Currently only tested on the qemu-aarch64 target. Exceptions were
tested by enabling FATAL_ASSERTS.

Yes... I mean, I'm not very familiar with measurement stuff (we don't use it for Chromebooks), but the piece you quoted sounds like you're not supposed to re-measure anything on resume. (That would also cause practical problems because your TCPA log isn't infinite, so if you kept measuring things again and again on every resume it would eventually overflow.)
