I'd prefer to go with the current approach for now, and adjust things later on if need be.
Does S3 resume work on the X11 boards with ME instead of SPS? Something you could check is whether the RAM can ever stay powered on in S3, where only the +5VSB rail remains powered on.
If S3 support is impossible on the X11 boards, they should not select HAVE_ACPI_RESUME. S4 might still work, as it shouldn't require special hardware support.
Otherwise, if S3 works with ME firmware, then the exact procedure to follow should be documented, and we would need to have a similar Kconfig option on the X11 boards.
Ideally, coreboot would detect the ME/SPS firmware SKU and report supported sleep states accordingly. However, this involves more work.

In comparison to Upstream EDK2 there is no UEFI boot menu prompt a la "Select boot option: Shell or OS". Is this to be expected? So for example a UEFI-bootable USB-Stick can't be toggled.
Otherwise it boots into the OS tty. So I'd say it works.

docs: correct and rewrite documentation regarding n/c / unused pads
Intel PDGs starting from Skylake / Sunrise Point state that, different
from the general recommendation in digital electronics, unconnected
GPIOs defaulting to GPIO mode do explicitly not require termination.
The reason for this is, that these GPIOs have the `GPIORXDIS` bit set,
which effectively disconnects the pad from the internal logic by
disabling the input buffer.
This bit - besides `GPIOTXDIS` - can also be set explicitly by using
the gpio macro `PAD_NC(pad, NONE)`.
In some cases, a pull resistor may be required due to bad board design
or when a vendor sets the RX/TX disable bits together with a pull
resistor and schematics are not available to check if the pad is really
unconnected or just unused. In this case the pull resistor should be
kept.
Pads defaulting to native functions usually don't need special handling.
However, when pads requiring external pull-ups are missing these due to
bad board design, they should be configured with `PAD_NC` to disconnect
them internally.
Rewrite the documentation to reflect these new findings.
Also clarify the comment in soc/intel gpio code accordingly.
