I may be forgetting some details here, but wasn't returning UNDEFINED_FW_CONFIG (i.e. 0xffffffffffffffff) when the config has not been set an intentional feature of the FW_CONFIG design? It sets every bit to 1 so that every device will try to probe. I think(?) that was intended for the first factory boot, so that the machine is bootable before the point where it has time to program the right FW_CONFIG value into CBI.

commonlib/device_tree: Improve node and property allocation speed
Now that the device tree code has been made available in libpayload, we
should reintroduce the node and property allocation optimization for
libpayload's memory allocator that was originally dropped when porting
this code from depthcharge to coreboot.
On a Qualcomm SC7180 unflattening a normal ChromeOS kernel device tree,
this saves roughly ~145ms. The total scratch space used is about ~1350
nodes and ~5200 properties, so we leave a little room to grow with the
constants hardcoded here.

Good point! This is used in make build environment where no CBI value is synced from config.star. Also, with this flag been overridden in config.<board>, the different fw_config value can be tested while it is not provided from Chrome EC and VPD. For instance, in simulation environment, the targeted overridden value can be used with the need of updating the value in the storage model prior to boot.
