soc/intel/meteorlake: Move IOE Bar

When using large amounts of memory, there aren't enough MTRR's:

[ERROR]  Not enough MTRRs available! MTRR index is 10...
    [WARN ]  Not enough MTRRs: 11 vs 10

Move the IOE bar to save space.

Test=boot `starlabs/starbook/mtl` and check MTRR limit isn't exceeded.
