I'm not convinced by the tag either. I feel it's very likely to end up being rubber-stamped (both by authors and reviewers) while annoying authors who do the right thing but forget to add the tag. Personally, I think it's an eyesore.

I'd much prefer to merge the rest of this change ASAP and discuss the tag in a different commit. Being able to point others at the guidelines is IMHO much more helpful.
