Out of scope for this patch but we should deprecate using FSP to reserve BERT memory.  CB:45391.
yeah, have to look into that later; also don't remember which of the different mechanisms we ended up using. since this patch conflicts with some other patch train i pushed yesterday, i probably won't submit this one today, so i'll get the other patch in today and then rebase this one
