I had a go at this..

Everything I found related to CBMEM, I renamed to ENV_STAGE_CREATES_CBMEM and squashed in CB:63375.
Everything I found related to raminit, I renamed ENV_STAGE_DOES_RAMINIT and it is in CB:63376.

Remainder in CB:63433 but there is a lot more ENV_ROMSTAGE to convert.
