Sorry for late reply: yes in the end we should not need Shimlayer for UPL build, once edk2 is transitioned to FDT. It might take. a few weeks before it got merged, but if you want to test out it is here:
https://github.com/tianocore/edk2/pull/4969
Also coreboot will need to switch from coreboot table to FDT
