soc/intel/cannonlake: Drop unused `SataDevSlpRstConfig`

The enum values are used for `SataPortsDevSlpResetConfig`. However, chip
config struct member `SataDevSlpRstConfig` declared through the enum is
never used. Keep the enum values, but remove the unused struct member.
