soc/mediatek/mt8196: Correct SPM firmware file suffix to .bin

Correct SPM firmware file suffix from .pm to .bin in Kconfig.

coreboot log:
mtk_init_mcu: Loaded (and reset) spm_firmware.bin in 3 msecs (30114 bytes)
SPM: spm_init done in 3 msecs, spm pc = 0x1430

TEST=Build pass, boot successful.
