Maybe it's possible to use an even more generalized code to support P+E cores as done in https://review.coreboot.org/c/coreboot/+/72132 as well.
The device struct could hold an integer specifying the MADT priority, which is updated by the soc code. The generic code would use that instead of hardcoding the sorting algorithm.
