These rules are to bludgeon non-conformers with, and to make people's initial commits as difficult as possible.
Okay, not really.
This mostly just writes down a list of things that long-time coreboot contributors already do. Some of these rules were written down on the wiki. Others were adopted from other git commit message guideline documents long ago.
