Patch merged into coreboot/master: d79377e tegra132: remove bring_up_secondary_cpu chip option

tegra132: remove bring_up_secondary_cpu chip option

Now that there is cpu devicetree support retire the
    bring_up_secondary_cpu option as the devicetree is the
    way going forward to do other CPU bring up.

    BRANCH=None
    TEST=Built and booted with 2nd core.
