There is a UPD that controls when/if FSP should send the EOP message. This patch series disables the UPD and ensures that coreboot sends the EOP instead. You make a good point that we will have to ensure that all the concerned platforms provide such a UPD. If not, then older platforms might have to live with FSP sending the EOP by default.
