soc/intel/xeon_sp/cpx: Bump MAX_CPUS

Some dual-socket socket systems offer over 100 threads available.
Other multi-socket configurations potentially offer even greater
numbers of CPUs (over 9000!).

Bump MAX_CPUS to 255.
