Looking at the content in `managing_local_additions.md` again, I'd actually say that it doesn't really fit the "tutorial" label, as it doesn't really have a clear step by step approach of a good tutorial (`tutorial/part1.md` is a good example of one).
To me, `managing_local_additions.md` actually looks quite similar in style to the content you wrote here, with maybe a bit more discussion/explanation in some spots compared to here. I'd actually say your page is a better guide for site-local compared to what's actually in that tutorial, so I wouldn't be opposed to dropping `managing_local_additions.md` or reworking it to better fit the style of a tutorial (either could be done in a separate patch)
I'll mark this as resolved as I'm fine with merging site-local.md as is and then figuring out what to do with `managing_local_additions.md` later.
As a side note, I like the way https://diataxis.fr/start-here/ describes tutorials and other styles of documentation.
