util/release: Update genrelnotes with the latest version

This is the version of genrelnotes that was used to help with the
4.16 release.

- Fix shellcheck issues.
- Send  messagesfor the user to STDERR.
- Add recent platforms
- Handle symbolic links to the git repo.
