Hook up public microcode for stepping C0 / QS.

Keep MICROCODE_BLOB_UNDISCLOSED selected for:
- ChromeOS devices, since they use a different version that was released
  to the public
- Boards using pre-production MTL silicon, as ucodes for those steppings
  have not been released.
