honestly i don;t see any problem in the commit msg as it clearly says "MRC_CACHE_USING_MRC_VERSION is irrelevant to the EDK2 binding version
and should not be enabled under specific version conditions, so select
this at SoC level.". It explains the motivation behind the patch.

just for @Paul, not all cl needs to have a bug or problem/defect. Sometimes we fix things because the existing code assumptions are not right.
