I'm not sure but this might be something that is often done wrong, too.
I believe it should be `CONFIG_ECAM_MMCONF_BASE_ADDRESS`. The spec says
it's the "highest possible *base* address". I guess this is, for instance,
for _PRS to say where a configurable base can be placed.
