nb/intel/sandybridge/pcie: Disable unused bridges

Add a PCI Express Root Port driver.
Disable unused bridges that are not hot-plug capable.

Reduces idle power by ~1 Watt, as the PEG slot gets disabled.

Tested on Lenovo T430.
