It's not really ambiguous.  This says "is uncompressed" not "is being uncompressed". The second should should actually be "is being decompressed", but some person who likes to ignore existing words and make things confusing decided that uncompress needs to be the same as decompress.

Anyway, if something "is uncompressed" you should always read that to be a description meaning not compressed, not an action, which needs the helping verb.
