mb/emulation/qemu-q35: Fix crash in CorebootPayloadPkg

Mark TSEG as reserved, which is done on other platforms as well.

For some reason CorebootPayloadPkg crashes when using the region which
is basically RAM. UefiPayloadPkg doesn't show this issue.
